What happens when a guest doesn't pay?

Nothing opens. The credential isn't issued until the fee settles, and the front desk sees exactly who still owes what. In practice, most guests pay from the booking link days before they land — the gate rarely has to be the one to say no.

What stops a non-member from claiming the member discount?

The discount follows the roster, not a card in someone's hand. When someone asks for the member rate at the pool bar or the restaurant, staff check the name against the member roster in a tap — a guest who borrowed a pass, or claims a unit that isn't theirs, comes back "not on roster" and pays full price.

Does this cost the association money?

It's designed to pay for itself. The amenity fees that quietly slip away today — a guest who skips at the desk, a member discount handed to someone who isn't one — get collected and checked against the roster every time, before arrival, against one per-unit price.
